France Talent Passport Economic Investor Program

France Talent Passport Economic Investor Program

France offers a dedicated residence-by-investment route for individuals seeking not only the right to live in Europe, but also the opportunity to invest, develop a business, and establish a long-term future in one of the world's leading economies.

Officially known as the Talent Passport – Economic Investor program, this residence category is available to investors who make a minimum capital investment of €300,000 in France.

Unlike traditional residence-by-investment schemes based primarily on passive real estate ownership, this program requires the investment to make a productive contribution to the French economy.

Key Program Requirements

Applicants must:

  • Make a direct economic investment of at least €300,000 in France;
  • Make the investment either personally or through a company they manage;
  • Hold at least 30% of the share capital if the investment is made through a company;
  • Commit to creating new jobs or preserving existing employment within four years of the investment;
  • Provide supporting documentation for the investment project and business plan; and
  • Demonstrate the lawful source of the investment funds.

The investment may be structured through tangible or intangible fixed assets, company equity, intellectual property, or other business assets that contribute to the development of the enterprise.

Purchasing real estate solely for personal use is generally not sufficient to qualify for the France Talent Passport – Economic Investor program.

How Long Is the Residence Permit Valid?

Depending on the nature of the application and the investment project, a multi-year residence permit valid for up to four years may be issued.

The residence permit may be renewed, provided the investment and employment commitments continue to be fulfilled.

Can Family Members Be Included?

Yes.

The applicant's spouse and minor children may accompany the main applicant to France.

The spouse may obtain a Talent Passport – Family residence permit, which provides the right to work in France, while children have access to the French education system.

Is It Necessary to Live in France?

This residence category is based on genuine economic activity and an active investment project in France.

Investors are expected to maintain their residence, business operations, and economic ties with France.

The program should not be viewed as a passive solution designed solely to obtain access to the Schengen Area without establishing a meaningful economic or personal connection to the country.

Is There a Path to French Citizenship?

Yes, potentially.

Investors who establish lawful and genuine residence in France and meet the applicable requirements relating to language proficiency, integration into French society, taxation, and other naturalisation criteria may become eligible to apply for French citizenship over the longer term.

However, five years of residence does not automatically lead to citizenship. Applicants must genuinely reside in France and satisfy all legal naturalisation requirements.

Who Is This Program Suitable For?

The France Talent Passport – Economic Investor is particularly well suited to investors who:

  • Wish to establish or expand a business in France;
  • Plan to enter the European market through France;
  • Can create or preserve employment through their investment;
  • Intend to invest in sectors such as technology, tourism, manufacturing, healthcare, or professional services; or
  • Are seeking a long-term opportunity to relocate to France with their family.
