Portugal Golden Visa 2026 Guide: Investment, Residency and Citizenship Process

Portugal Golden Visa 2026 Guide

The Portugal Golden Visa remains one of Europe's leading residency-by-investment programs for investors seeking a residence permit through investment. Its key advantages include a low physical presence requirement, visa-free travel within the Schengen Area, the ability to include eligible family members in the application, and a pathway to permanent residence. It is also the only residency-by-investment option that offers a route to citizenship without requiring applicants to relocate and live permanently in the country.

However, the Portugal Golden Visa program has undergone significant changes in recent years. Real estate investment is no longer a qualifying investment option. Today, one of the most popular pathways is an investment of at least €500,000 in a qualifying investment fund that complies with Portuguese Golden Visa regulations.

Following the citizenship reform that entered into force on 19 May 2026, the legal residence period required before applying for Portuguese citizenship has been extended to 10 years for nationals of non-European Union and non-Portuguese-speaking countries, including Turkish citizens.

In this guide, you will find everything you need to know about the Portugal Golden Visa in 2026, including eligible investment options, minimum stay requirements, family eligibility, permanent residence, and the citizenship process.

What Is the Portugal Golden Visa?

The official name of the Portugal Golden Visa is the Residence Permit for Investment Activity (Autorização de Residência para Atividade de Investimento – ARI).

The program allows investors who are not citizens of the European Union (EU), the European Economic Area (EEA), or Switzerland to apply for a Portuguese residence permit by making a qualifying investment.

Portugal Golden Visa holders may benefit from:

  • The right to live and work in Portugal
  • Visa-free travel throughout the Schengen Area
  • The ability to include eligible family members in the application
  • The opportunity to apply for permanent residence, subject to meeting the legal requirements
  • The possibility of applying for Portuguese citizenship once all applicable legal conditions have been fulfilled

One of the program's greatest advantages is that it does not require applicants to relocate permanently to Portugal. This makes it an attractive solution for investors who wish to maintain their business and personal lives in their home country while securing an alternative European residence status.

What Is the Minimum Investment for the Portugal Golden Visa?

As of 2026, one of the most popular investment routes is investing at least €500,000 in a qualifying Portuguese investment fund.

To qualify under the Golden Visa program, the fund must:

  • Be a non-real-estate collective investment vehicle established under Portuguese law;
  • Have a minimum remaining term of at least five years at the time of investment; and
  • Invest at least 60% of its assets in commercial companies headquartered in Portugal.

Not every Portuguese investment fund qualifies for the Golden Visa program. Each fund should be independently evaluated based on its legal structure, investment strategy, maturity, allocation to the Portuguese economy, and compliance with Golden Visa legislation.

Portugal Golden Visa Investment Options

In addition to investment funds, Portuguese legislation offers several alternative investment routes for obtaining a Golden Visa.

€500,000 Investment Fund

Applicants may invest at least €500,000 in a qualifying non-real-estate investment fund established in accordance with Portuguese law.

These funds may focus on private equity, venture capital, publicly listed equities, bonds, or diversified asset classes. Investment strategy, risk profile, expected returns, investment horizon, and liquidity vary from one fund to another.

€500,000 Scientific Research Investment

Applicants may invest at least €500,000 in eligible public or private research institutions operating within Portugal's scientific and technological system.

€250,000 Contribution to Arts and Cultural Heritage

Applicants may make a minimum contribution of €250,000 to support artistic production, cultural heritage preservation, or restoration projects in Portugal.

Unlike other investment routes, this option is generally considered a contribution rather than a financial investment and may not generate any financial return.

Business Investment and Employment Creation

Applicants may also qualify by establishing a company in Portugal or increasing the share capital of an existing Portuguese business.

This route requires the creation of a specified number of permanent jobs or the maintenance of existing employment in accordance with Portuguese legislation.

Creation of at Least 10 Jobs

Creating at least 10 new full-time jobs in Portugal is another qualifying investment pathway under the Golden Visa program.

When choosing an investment route, investors should consider more than just the minimum investment amount. Their risk profile, investment horizon, liquidity requirements, and long-term objectives in Portugal should all be carefully evaluated before making a decision.

Can You Still Obtain a Portugal Golden Visa Through Real Estate Investment?

No.

Purchasing residential or commercial real estate in Portugal is no longer a qualifying investment for the Portugal Golden Visa program.

Investors are still free to purchase property in Portugal. However, purchasing real estate alone does not provide eligibility for a Golden Visa.

Furthermore, a qualifying Golden Visa investment fund must not invest directly or indirectly primarily in real estate and must comply with the legal requirements applicable to non-real-estate collective investment vehicles.

What Is the Minimum Stay Requirement?

One of the key advantages of the Portugal Golden Visa is its low physical presence requirement.

Under the current rules, investors are required to spend:

  • At least 7 days during the first year, and
  • At least 14 days during each subsequent qualifying period

in Portugal.

Since residence permits are currently issued for two-year periods, this requirement is commonly referred to as 14 days within each two-year residence permit period.

To facilitate future renewals, investors should retain passport entry and exit records, travel documentation, and accommodation records as evidence of their physical presence in Portugal.

Can Family Members Be Included in the Application?

Yes.

The Portugal Golden Visa allows family reunification, enabling eligible family members to obtain residence permits alongside the main applicant.

Eligible family members generally include:

  • A spouse or legally recognised partner
  • Minor children
  • Adult children who are unmarried, financially dependent, and enrolled in full-time education
  • Financially dependent parents of either the main applicant or their spouse
  • Under certain conditions, minor siblings under the legal guardianship of the applicant

Family eligibility is not determined solely by age. In particular, adult children must continue to satisfy the applicable requirements relating to marital status, financial dependency, and full-time education.

Reaching the age of 26 does not automatically result in the loss of eligibility. However, family reunification requirements may need to be documented and reassessed at each residence permit renewal.

How Long Is the Residence Permit Valid?

The temporary residence permit issued under the Portugal Golden Visa program is valid for two years from the date of issuance.

The permit may be renewed provided that the qualifying investment, minimum stay requirement, and all other legal conditions continue to be satisfied.

Investors should carefully monitor the expiration date of their residence cards, renewal deadlines, physical presence requirements, and the supporting documentation required for family members.

Can You Apply for Permanent Residence After Five Years?

Yes.

Golden Visa holders may apply for permanent residence after completing five years of legal residence, provided all legal requirements have been fulfilled.

Permanent residence is not granted automatically. Applicants must submit a separate application and satisfy the legal requirements in force at the time of application.

When assessing an application for permanent residence, the Portuguese authorities may consider factors such as:

  • Legal residence period
  • Criminal record
  • Compliance with tax and financial obligations
  • Basic Portuguese language proficiency
  • Adequate means of subsistence and accommodation

Investors should not exit their Golden Visa investment before their permanent residence application has been approved and their new residence status has been formally granted.

When Can You Apply for Portuguese Citizenship?

Under the citizenship reform that entered into force on 19 May 2026, nationals of countries that are neither members of the European Union nor Portuguese-speaking countries are required to complete 10 years of legal residence before becoming eligible to apply for Portuguese citizenship.

For Golden Visa investors, this period is calculated from the date on which their first residence permit or residence card becomes effective. As a result, delays in application processing and residence card issuance by AIMA may affect the earliest date on which citizenship can be requested.

Completing the ten-year residence period does not automatically guarantee Portuguese citizenship. At the time of application, applicants must also satisfy the legal requirements then in force, which may include:

  • Demonstrating Portuguese language proficiency
  • Sufficient knowledge of Portuguese culture, history, and national symbols
  • Knowledge of fundamental rights and obligations, as well as Portugal's constitutional and political system
  • Commitment to the fundamental principles of a democratic state governed by the rule of law
  • A clean criminal record
  • Sufficient means of subsistence

The new citizenship rules apply to citizenship applications submitted on or after 19 May 2026. Applications submitted before that date and still pending will continue to be assessed under the previous legislation.

Should the Golden Visa Investment Be Maintained for 10 Years?

The extension of the citizenship eligibility period to 10 years does not necessarily mean that the qualifying investment must be maintained for the entire 10-year period.

The investment must remain in place for as long as it is required to maintain Golden Visa status and renew the residence permit. Once the investor becomes eligible for permanent residence after five years and the permanent residence permit has been officially granted, the obligation to maintain the Golden Visa investment may be assessed differently.

However, any decision to exit the investment should only be made after:

  • Submitting the permanent residence application;
  • Receiving approval for the application;
  • Obtaining permanent resident status; and
  • Reviewing the fund's own redemption terms, liquidity conditions, and exit provisions.

Investors should always seek independent legal advice before withdrawing from their investment.

It is also important to distinguish between the legal residency requirements of the Portugal Golden Visa program and the commercial investment term and exit conditions of the investment fund, as these are governed by different rules.

Advantages of the Portugal Golden Visa

The Portugal Golden Visa offers a number of significant benefits, including:

  • No requirement to relocate permanently to Portugal;
  • Low physical presence requirements;
  • Visa-free travel throughout the Schengen Area for short stays;
  • The ability to include a spouse and eligible dependent family members in the application;
  • The right to live, work, and study in Portugal;
  • Eligibility to apply for permanent residence after five years, subject to meeting the applicable legal requirements;
  • A pathway to Portuguese citizenship in the long term, subject to the applicable legal requirements; and
  • Access to a wide range of investment funds with different investment strategies and risk profiles.

What Should You Consider When Choosing a Portugal Golden Visa Fund?

A fund's eligibility under the Golden Visa program does not automatically make it the right investment for every investor.

When selecting a qualifying investment fund, the following factors should be carefully evaluated:

  • Compliance with Portugal Golden Visa regulations
  • The fund manager's experience and track record
  • Investment strategy and portfolio allocation
  • Liquidity and early redemption conditions
  • Fund duration and extension provisions
  • Management and performance fees
  • Independent custody and audit structure
  • Transparency regarding investment risks
  • The proportion of investments allocated to Portuguese companies
  • Valuation methodology and reporting frequency

Past performance is not a guarantee of future results. Investment decisions should therefore not be based solely on a fund's historical returns.

Portugal Golden Visa Application Process

The application process generally includes the following stages:

  1. Assessing the eligibility of the investor and eligible family members
  2. Obtaining a Portuguese Tax Identification Number (NIF)
  3. Opening a Portuguese bank account
  4. Evaluating suitable investment options
  5. Conducting legal and investment due diligence
  6. Completing the qualifying investment
  7. Preparing the required documentation and submitting the ARI application through the official portal
  8. Attending the AIMA biometric appointment
  9. Government assessment of the application
  10. Issuance of residence permits
  11. Ongoing monitoring of minimum stay requirements and residence permit renewals

Application timelines may vary depending on AIMA's processing capacity, the completeness of the documentation, and appointment availability.
